Chibuike Rotimi Amaechi, born on May 27, 1965, in Ubima, Ikwerre Local Government Area of Rivers State, Nigeria, is a prominent Nigerian politician and lawyer. He has held several significant positions, including serving as the Governor of Rivers State from 2007 to 2015 and as the Federal Minister of Transportation from 2015 to 2022 under President Muhammadu Buhari’s administration.
Early Life and Education
Amaechi was raised in Diobu, a densely populated neighborhood in Port Harcourt. He began his education at St. Theresa’s Primary School in Ubima (1970–1976) and proceeded to Government Secondary School in Okolobiri, where he obtained his West African Senior School Certificate in 1982.
He earned a Bachelor of Arts degree in English Studies and Literature from the University of Port Harcourt in 1987, where he also served as the President of the National Union of Rivers State Students (NURSS).
In pursuit of his late father’s wish for him to study law, Amaechi enrolled at Baze University, Abuja, where he obtained a Bachelor of Laws (LL.B.) degree. He furthered his legal education at the Nigerian Law School, earning his Barrister-at-Law (B.L.) certificate. Additionally, he obtained a Master’s degree in Corporate and Company Law from King’s College London.
Political Career
Early Political Involvement
Amaechi’s political journey began as the Secretary of the National Republican Convention in Ikwerre Local Government Area during the transition to the Third Nigerian Republic. Between 1992 and 1994, he served as Special Assistant to the Deputy Governor of Rivers State, Peter Odili.
Speaker of the Rivers State House of Assembly (1999–2007)
In 1999, Amaechi was elected to the Rivers State House of Assembly representing his constituency and was subsequently elected as the Speaker, a position he held until 2007. During his tenure, he also served as the Chairman of Nigeria’s Conference of Speakers of State Assemblies.
Governor of Rivers State (2007–2015)
Amaechi contested and won the People’s Democratic Party (PDP) primary for the Rivers State governorship in 2007. However, his name was substituted, leading to a legal battle that culminated in the Supreme Court declaring him the rightful candidate. He was sworn in as governor on October 26, 2007, and re-elected for a second term in 2011.
Minister of Transportation (2015–2022)
In 2015, following President Buhari’s election, Amaechi was appointed as the Federal Minister of Transportation, a role he held until 2022. During his tenure, he oversaw significant projects, including the construction and rehabilitation of various railway lines and the establishment of transportation infrastructure.
Achievements
As Governor of Rivers State:
- Education: Declared a state of emergency in the education sector, built over 500 modern primary schools, and provided free textbooks, uniforms, and sandals to students.
- Healthcare: Constructed over 300 primary healthcare centers, the Kelsey Harrison Specialist Hospital, and the Dental/Maxillo-Facial Hospital.
- Agriculture: Established the Songhai Farm in Bunu Tai, Buguma Fish Farm, Ubima Fish Farm, and resuscitated Risonpalm Oil Palm Estate.
- Infrastructure: Built the Adokiye Amiesimaka Stadium, Obi Wali International Conference Centre, and initiated the Greater Port Harcourt City project.
As Minister of Transportation:
- Railway Projects: Oversaw the completion of the 326km Warri-Itakpe Standard Gauge Rail line, 157km Lagos-Ibadan Standard Gauge Rail line, and the 186km Abuja-Kaduna Standard Gauge Rail line.
- Training and Employment: Facilitated the training of Nigerian engineers in China and created over 11,000 jobs through ongoing rail modernization projects.
Honors and Recognitions
- Conferred with the Commander of the Order of the Niger (CON).
- Appointed to the United Nations Institute for Training and Research (UNITAR) Board of Trustees.
Personal Life
Amaechi is married to Judith Amaechi, a women’s rights advocate and founder of the Empowerment Support Initiative (ESI), a non-governmental organization focused on promoting gender equity and girl child education. The couple has three children.
